Heron sends second Mustang to Spain
A Germany-based operator has based a second aircraft in Spain following Chicago Convention negotiations. Heron Aviation now has another Mustang in Madrid.
Heron Aviation's second Madrid-based Mustang will offer charter opportunities across Iberia and the Mediterranean.

Germany-headquartered Heron Aviation has added a new Spanish registered Citation Mustang to its AOC. Based in Madrid, the aircraft will offer greater charter capacity across the Iberian and Mediterranean regions.

This is the second Mustang under the oversight of Heron Aviation España, the group's Spanish headquarters; the first was added in August 2019. It was incorporated onto the AOC in record time under the provisions of ICAO Article 83 bis, illustrating the strong regulatory cooperation between Germany and other European nations. Article 83 (the Chicago Convention) is an amendment to the Convention on International Civil Aviation that addresses problems associated with international leasing operations in terms of determining the party that bears the responsibility of oversight functions; it permits the transfer of duties and functions from the state of registry to the state of the operator.

Heron Aviation has now successfully incorporated three aircraft under Article 83 bis. Accountable manager Martin Helbling says: “Incorporating this second aircraft under our Spanish headquarters, we have continually refined our relationships with regulators on both sides. As we work closely to develop these agreements, we are really uncovering the unique possibilities of this consolidating regulatory environment, allowing us to bring real advantages to our clients.
